Due to its worldwide success and leveraging the economy of scale, global public safety organizations recognized LTE as the future de-facto standard for mission critical mobile broadband communications. In some region respective spectrum is already being allocated and first private networks start to operate. Nevertheless, public safety systems have substantially different requirements (e.g. in terms of reliability, efficiency, data rates, user density, coverage, security, core network availability) compared to commercial LTE networks.
While most of existing LTE technologies for unicast data transmission, Enhanced Multi-media Broadcast Multicast Services (eMBMS) or Voice over LTE (VoLTE) can be reused as is, there is a need of new technologies enabling device proximity detection services, device to device, push to talk or group communication even when being out of coverage.
